Either! It's really up to your dog (and you). If it's kept outdoors and it rains or snows, remember to move it to a covered area or bring it indoors temporarily so it doesn't get wet. 

If the unit does get caught in the rain: There is an inner plastic liner tray holding the bark that catches excess urine. So you would just want to make sure there's no rain water building up in that tray, creating what we call "bark soup". If it does get rained on, simply tilt and pour any standing water out of it. Then make sure it gets good air circulation and sun if possible!
